On a windy Wednesday afternoon, residents shuffled past guards and staff to get to their seats. The Minneapolis Highrise Representative Council (MHRC) held a hearing for residents to vote on allowing HBO to film its upcoming “Mogadishu, Minnesota” TV series on their premises.
