A proposal by HERC to increase the Minneapolis incinerator’s capacity by 20 percent has been debated, disputed, and studied over three years. With the Environmental Impact Statement still pending, the proposal comes back before the City Council Zoning and Planning committee on Thursday, February 28. What’s up with that?
According to Council Member Gary Schiff’s aide, Heidi Ritchie,
There are three options for committee action. The choices could be to accept the withdrawal of the application, continue the appeal until after the environmental review was completed by the MPCA, or deny it for lack of proper environmental review. Since the environmental review has not yet been completed, the council does NOT have the option to approve.
