The Payne-Phalen neighborhood in St. Paul is bounded by 35E to the west, Larpenteur Avenue to the north and is adjacent to the Dayton’s Bluff neighborhood. Years of underinvestment by the city and businesses that moved manufacturing facilities out of the area left it a less than desirable place to live. But new developments are changing the neighborhood’s outlook on its future. KFAI News Director Ahndi Fridell reports.
