OPINION | Infrastructure labor in Duluth

Thanks to the federal economic recovery, labor unions in Duluth have seen worker unemployment fall in recent months.  They perform important construction and maintenance work on roads, bridges and breakwaters in the twin harbors.  But as the stimulus starts to run out Minnesota needs to continue where the feds left off.
