Smoke billowed from the Rock-Tenn paper recycling plant on Vandalia and Interstate 94 Thursday afternoon, after fire broke out in a boxboard mill room. Assistant general manager Bob Carpenter said all employees were accounted for, and several fire trucks on the scene appeared to quickly bring the fire under control. The Rock-Tenn plant, which began as family-owned Waldorf Paper in 1908 and was bought by Rock-Tenn corporation in 1997, processes half of all paper recycled in Minnesota, about one thousand tons daily. The St. Paul plant employs about 500 people and occupies 42 acres of prime industrial property, across the freeway from the Desnoyer and Merriam Park neighborhoods in St. Paul.
