Tony Albright</a> (R-Prior Lake) recommended moving toward a defined contribution plan, currently in use in the private sector rather than a defined benefit plan used today.</p><p>“Unfortunately, the defined benefits programs that were established many, many years ago did not contemplate that longevity amongst the participants was going to increase as rapidly as it has over the last 10 years,” Albright said.</p><p><a href="http://www.house.leg.state.mn.us/members/membersR.asp?id=Rep_Joe_Atkins">Rep. Joe Atkins</a> (DFL-Inver Grove Heights) argued that firefighters and police, who risk their lives every day, should be guaranteed a solid pension.</p><p>“When there’s a problem, cops and firefighters step up to solve it,” he said. “They’ve taken a billion dollars in cuts over the last three years toward their pensions … and they’ve contributed 12 percent more.”</p><p>In the bill, state patrol, fire and police pension plan members would continue to see benefit reductions and contribution increases.</p><p>Due to a funding deficiency of 27.2 percent for the state patrol pension plan, the bill calls for a two-step contribution rate increase totaling 2 percent and 3 percent for employers.</p><p>Increased service requirements for police and fire pension members from three to 10 years for members employed after June 30, 2010, and 20 years for members employed after June 30, 2014, also aim to address the plan’s funding deficiency of 22 percent. Police and fire fund members and employers could pay contribution two-step increases totaling 3 percent each in the bill.</p><p>Concerning teacher pensions, <a href="http://www.house.leg.state.mn.us/members/membersR.asp?id=Rep_Mike_Benson">Rep. Mike Benson</a> (R-Rochester) raised concerns about the increase in taxpayer funds going toward the plans.</p><p>To help the plans reach solvency, a combined $13 million is appropriated on Oct. 1, 2013, and again on Oct. 1, 2014, to aid the Duluth and St. Paul Teachers Retirement Funds. Provisions currently included in the omnibus tax bill would also direct millions in ongoing funding from the General Fund to aid volunteer firefighter retirement plans.</p><p>Benson added that a study included in the bill on the feasibility and requirements necessary for the consolidation of the Duluth and St. Paul teacher’s pension funds into the statewide Teachers Retirement Association should not be completed by the boards and executive directors of the plans.</p><p>“The people who are going to the do the study are the TRA, who they themselves are $6 billion in the tubes,” he said.</p><p>According to Lawrence Martin, executive director of the Legislative Commission on Pensions and Retirement, both the St. Paul and Duluth teachers pension plans are currently experiencing funding deficiencies of over 35 percent. Both funds in the bill would see increased employee contributions totaling 1 percent in two steps. I thought I might have read it wrong, so I did a U-turn and pulled into the parking lot. I’d read it correctly. I hadn’t known that there was a Karen grocery in the Twin Cities. As it turns out, there are two of them. I’ll visit the second one in the future.<!--break--></p><p>The Karen (pronounced ka-REN) are two related ethnic groups from Burma (known legally as Myanmar) a country at the western edge of Southeast Asia. In the last few years, the government has gone from a brutal military dictatorship to a less brutal dictatorship with a hope of democracy.</p><p>For decades, the government of Myanmar focused on the Karen, sending troops to brutalize and persecute them. Many Karen fled their ancestral mountain homes, settling in places as diverse as Thailand, Sweden, Ireland, and Canada. Some came to the United States, with approximately 7,200 Karen moving to Minnesota.</p><p style="text-align: center;"><img src="/sites/tcdailyplanet.net/files/2013/May/aunt_tin_gung.jpg" alt="Golden Karen Market" title="Golden Karen Market" width="620" height="414" /></p><p>That’s how Kyu Nan and her husband Tun Nan ended up in St. Paul. She arrived in 2001 after first living in Buffalo, New York.&nbsp; “I didn’t have friends in Buffalo and I was lonely,” she says. “But now I have a lot of friends. I like St. Paul. It’s a place where my two kids can get a good education.”</p><p>Their tiny but pristine family-run grocery opened three years ago. Nan’s aunt, Tin Aung and her cousin Shew Thein work at the store, too. Fish paste—<em><a href="https://www.facebook.com/pages/Ngapi/116121665064704#" target="_blank">ngapi</a>—</em>is an essential.</p><p>Ngapi is compressed fermented salted ground fish, and it's used in nearly everything the Karen cook. “I like fish paste with vegetables and fruit. I could eat it every day,” says Dah Salween, Youth Academic Support Coordinator at the Karen Organization of&nbsp; Minnesota. “You can buy the fish paste in a store, but some people make it themselves.”&nbsp;(<a href="http://www.youtube.com/watch?v=5fjJSjm4wY0" target="_blank">See this link for another type of Karen fish paste.</a>)</p><p>“My parents used to make it,” he recalls. “They would catch a lot of fish to make the paste. You lay the fish on the ground for a couple of days until it dries in the sun. Then, when it’s dry, you mash it and add salt, put it in a container and leave it for a week—or maybe a month. Nan also shows me what looked like a gong with a shofar hanging from it. These, it turns out, are important cultural ritual items. The bronze drum and the buffalo horn are played at the beginning of ceremonies to bring everyone in the community together.</p><p>Nan says that her customers are almost entirely Karen from Burma. “No Chinese, no Vietnamese, no Thais shop here,” she observes. But Nan and her family are welcoming and warm. They are happy to answer questions, even with the language barrier. Nan also shows me what looked like a gong with a shofar hanging from it. These, it turns out, are important cultural ritual items. The bronze drum and the buffalo horn are played at the beginning of ceremonies to bring everyone in the community together.</p><p>Nan says that her customers are almost entirely Karen from Burma. “No Chinese, no Vietnamese, no Thais shop here,” she observes. But Nan and her family are welcoming and warm. They are happy to answer questions, even with the language barrier. I am usually trying to capture the essance of the situation and not a specifice individual. So it is often a fluck when I capture someone's image. It does make me happy when I do obtain a nice image of people. The In the Heart of the Beast Puppet and Mask Theatre had its beginnings in the neighborhood as the Powderhorn Puppet Theatre. Heart of the Beast (HOBT) assumes the responsibility, securing permits, insurance, use and security fees. A tremendous amount of time, talent, and energy is put into making the MayDay Ceremony, Parade, and Festival a healthy and welcoming event, which spreads throughout the neighborhood. Thousands of people make MayDay.</span></p><div>The MayDay Parade begins the days' story-telling journey ten blocks to the North of Powderhorn Park. The Ceremony story is supported by the sections that form up the parade. The cast and puppet characters, according to their sections, &nbsp;preform skits as they parade to the park. Bands, drummers, musicians accompany the story line dancing down the street. Frivolity, joy, and cheer flow from side to side, from spectators to paraders and back, up and down a urban city street on MayDay. Food booths were around and popular. Playing games, watching&nbsp;talent preform all around. The photos displayed here are from the end of the parade, &nbsp;just as the paraders enter Powderhorn Park, or from the side of the staging area of the Ceremony. &nbsp;Other photographers had better lenses, and positions, so I never bother trying to capture the Ceremony. Just when you thought you'd heard of everything.<!--break--></p><p class="p1">It isn't some kind of marketing gimmick. The band actually happened to form there. And they do play sharp, hook-driven songs, brightly beat-savvy music that belongs both on the radio and on the dance floor. You can check it out on their album <em>Tiny Victories</em>. For instance, the fired-up cut "Buenos Aires" (listen to it for free at the website) gets you bopping along before you know it and, after it's over, stays right with you. This disc has nine more—not a loser in the lot—that are just as effective. You can, by the way, view selections from last year's tour of the states on YouTube.</p><p class="p1"><span class="s3">The obvious question: how in the ham-sam did three white guys wind up starting a band in Vietnam?&nbsp;</span>Newski (vocals-guitar) answers, "Forming this band has been a wild odyssey. It all happened so haphazard. In 2011 my old band broke up, I left my job in advertising and bought a one-way ticket to Bangkok. Traveled around with a guitar and recorded a bunch of folk songs while playing shows in mostly makeshift venues. Hostels, rooftops, massage parlors. It was a bizarre time in limbo and I was trying to figure out the next move. I eventually moved to Saigon, Ho Chi Minh City, on a whim. I was not ready to come home and had always wanted to live in a weird third world country. Just when you thought you'd heard of everything.<!--break--></p><p class="p1">It isn't some kind of marketing gimmick. The band actually happened to form there. And they do play sharp, hook-driven songs, brightly beat-savvy music that belongs both on the radio and on the dance floor. You can check it out on their album <em>Tiny Victories</em>. For instance, the fired-up cut "Buenos Aires" (listen to it for free at the website) gets you bopping along before you know it and, after it's over, stays right with you. This disc has nine more—not a loser in the lot—that are just as effective. You can, by the way, view selections from last year's tour of the states on YouTube.</p><p class="p1"><span class="s3">The obvious question: how in the ham-sam did three white guys wind up starting a band in Vietnam?&nbsp;</span>Newski (vocals-guitar) answers, "Forming this band has been a wild odyssey. It all happened so haphazard. In 2011 my old band broke up, I left my job in advertising and bought a one-way ticket to Bangkok. Traveled around with a guitar and recorded a bunch of folk songs while playing shows in mostly makeshift venues. Hostels, rooftops, massage parlors. It was a bizarre time in limbo and I was trying to figure out the next move. I eventually moved to Saigon, Ho Chi Minh City, on a whim. I was not ready to come home and had always wanted to live in a weird third world country. The University of Minnesota student is the founder of <a href="http://raeyyouthsoccer.org">Ra’ey Youth Soccer Organization</a>, which support kids in Addis Ababa, Ethiopia in training and improving their soccer skills.</p><p dir="ltr">He started Ra’ey, which stands for “better vision” in Amharic, a year ago when he went to Addis Ababa, Ethiopia to volunteer for Ethiopia Reads. His goal with Ra'ey is to help kids who live in poverty by getting them physically active, involved in their community, and focused on academics.&nbsp;</p><p dir="ltr"><span>“I don’t want them just hanging out on the street all day and night,” he said.</span>&nbsp;</p><p dir="ltr"><span>It all started when Woldemichael observed how passionate the youth in his neighborhood, Haya Kilo, were about soccer. But they lacked the resources to properly train and play. All they had - as most children in Ethiopia do - were makeshift soccer balls made of plastic bags handstuffed with scraps of paper and cloth, he said.</span></p><p dir="ltr"><span>“I had some soccer balls I gave them. So they asked if I could give them money to buy them matching shirts. I just handed them the money, not knowing if they would buy them or not,” he said. A week later, the kids&nbsp;returned with shirts they bought. That’s when he knew they were dedicated to the sport.</span></p><p dir="ltr"><span>An avid soccer player himself, Woldemichael decided to start the organization and fund 15 kids’ soccer uniforms, soccer balls, renting a field, and hiring a coach. He has also organized fundraisers with the help of friends in the Twin Cities to send back to Addis Ababa.</span></p><p dir="ltr"><span>Now, about 36 Ethiopian youth aged 10 to 14 participate in Ra’ey.</span></p><p dir="ltr"><span>“It was word of mouth and the kids just showed up at practice with their parents. And it eventually just got this big,” he said. &nbsp;“I didn't go to Ethiopia planning this.”</span></p><p dir="ltr"><span>Now, Woldemichael’s vision is to encourage kids to stay off the streets.
