They can build around it

No reason why a creative developer could not design a building to wrap around Peace House, with a courtyard adjacent to the beautiful mosaic wall. Developers like to do things cheap and easy; however, they can be forced (as was the case with the State Theatre downtown) to work around and incorporate existing buildings into their plans.
